I wonder how Counties will handle with torpedoes (as the presentation of the Hertfordshire cow) suggest), as well as both turreted 6 inchers. With torpedoes and the fact that your movement is slow  (and so easy to plot/take into account) you should frighten Libertés from getting into range for its broadside (65mm only fires at 6 hexes max).
I suspect that they're made to screen larger fellows (type 3 or 4): matching MPs, smaller size, impressive armor...

With only types 1 and 2, I wouldn't fly out of Whale island without a pair of them that cover each other. The faster (and shorter-ranged)  D-class destroyers could then do a proper job of slashing through the enemy's formation or cornering single Levs.

Courser does well in games of 3 ships or more. Particularly if larger ships are involved, because different ships can cover each other's blind spots with fire.

Against torpedoes, it depends on how many are thrown in her way. A two-torpedo ship like Lave can maybe hit half the time, based on what maneuvers are viable for Courser (which pretty much are limited to go straight, or tightest possible turn to comb the torpedoes)

Each ship seems to play so differently by itself than if it's acting as a large group, and I think that when the Commander and then Captain level rules are released that people might find new opinions on existing vessels.
