well assuming, you can answer posts in here, just a reply button problem, about shooting down air Bourne ships below,
i cannot see why not really, it would only involve making a gun/platform that could get the elevation, whether on a special platform or on water based ships, as for subs, they could well have just straight up missiles/guns.
