Anti-Leviathans Ground/Sea guns?

So, we know that in real life, we can shoot down aircraft, and I got the impression from the few stories we have so far that Leviathans are not actually very high in the air. This leads to the question of: Can guns be built using the existing technology in 1910 that can shoot down a Leviathan from the ground, or from a sea going platform? From the first story posted on Monsters in the Sky, I got the feeling that the guns on existing wet-navy ships had certain weaknesses(namely, the limit to their elevation) against Leviathans. But, can that be compensated for?

Additionally, when/if submarines are developed, it would seem an advantage to be able to surface,  fire an Anti-Leviathan Gun a couple times(or even an early model Sub-Launched Rocket that could hurt a Leviathan) and then dive again. Should we be expecting devious minds in R&D to be trying developments like that?

Devious minds are trying to develop everything from submerisible leviathans to the infamous electroid bombe. Doesn't mean the ideas will work ;)

And it may be worth doing a little investigation into the state of anti-aircraft artillery in 1910, or even 1918. In short - it sucked worse than a second-hand vacuum cleaner, and was ineffectual even against zeppelins. And that's after several years of total warfare.
