Ah....so the Scandinavian Union didn't dissolve in 1905 in the Leviathan's timeline.

That's the Naval Jack which isn't always the same as the Ensign. I will assume that it is used for both as I can't find anything to indicate otherwise.

Edit:
It looks like the Navies of Norway and Sweden didn't use a common ensign (war flag).
