British is my choice. I've followed British military history for a long time and had a particular fascination for the 16th century when the under dog Brits beat the Spanish and began their rise to the British Empire.

Australian, Possibly a Faction that is for rejoining the Commonwealth as an Independent Nation.

Complementary Canon I'll likely split my my time between the Scandinavians and Japanese. But I want to see more Fluff first and get a few games under my belt to find out which Fleet suits my play style

I want to know how Argentina fares against Chile in the Trans-Andean wars.  Also, land-locked Bolivia can survive the loss of Litoral with its navy still useful.  And will the Panama Canal still be built?  If not, there's a good chance Colombia retains Panama, no?

I'd have to check dates, but Panama Canal is a  near-certainty. As of 1910, 99.99% of bulk cargo moves by sea - electroid is in far too limited supply to move wheat or coal. The exceptions would of course be a limited number of aerial colliers & the like accompanying a major deployment; Leviathan bases around the world are still supplied with their shells, coal and bully beef courtesy of dirty British steamers, complete with salt-caked smoke-stacks.

Are leviathans useful for heavy construction work?  For instance, could they pull a giant dredging tool or draw a great plough?

Probably no to anything but heavy lifting. Electroid produces lift, but it takes conventional propellers or ducted fans to generate thrust.
