Based on when I last visited Yakima yes it'd still be just the other side of hell bad but a smidge better then where I am because the air would be drier.  It doesn't rain as much there.

The Northern Part of the United Kingdom.

Swithered about choosing Europe: over here Europe is normally used to refer to 'Mainland Europe', ie the parts of Europe that aren't the British Isles.

Of course, given that the asker is in America, it probably means their definition: ie including UK.

So, anyway.  Europe.
